This article provides a brief introduction to the Physical Review Physics Education Research (PhysRev PER) special curated collection, "Curriculum Development: Theory into Design". The collection was assembled to bring to light design decisions that guide researchers in developing research-based physics curriculum. These design choices are guided by pedagogical experiences of educators, theoretical commitments, institutional settings, and research paradigms of researchers. This introduction explains the process of eliciting articles and reviewing content. It also discusses the considerations undertaken by the collection developers to achieve a balanced collection representing a homogeneity of theoretical and pedagogical frameworks.
